Although individuals who are dually eligible for Medicare and Medicaid experience some of the most significant clinical, social, and care coordination needs, these individuals, their families, and their providers often must navigate complex programs and policies that are fragmented and at times in conflict. This program and policy misalignment inhibits access to appropriate, person-centered care.

This brief summarizes insights gleaned from listening sessions, focus groups, and interviews with diverse stakeholders to better understand the unique needs and experiences of people who are dually eligible for Medicare and Medicaid, and their caregivers. The brief highlights the potential role that integrated coverage and care experiences can play in addressing the concerns of dually eligible individuals and their caregivers.
